Estimated Completion Date Summer 2025
CREST, the organization that provides and maintains emergency communications equipment and infrastructure for more than 50 emergency response and public service agencies throughout the Capital Region, is starting site preparation for a new $20 million public safety building in Langford.
The one-acre site at 2321 City Gate Boulevard near Costco will have a one-storey, 14,000 square foot building capable of surviving a major earthquake and will consolidate all CREST operations in one place while improving communications coverage for CREST’s user agencies.
The building will include the installation of a communications mono-pole that will enhance public safety communications in the Langford and Highlands areas. There are currently 35 similar network installations in urban and rural areas throughout the Capital Region.

Increasingly, we live in a more complex environment, and we look to our region’s emergency response and public service agencies to safeguard our communities every day. It’s essential, therefore, that our region’s public safety technology and infrastructure remains intact and operational every day – and especially in times of greatest need. Having a dedicated, public safety building for the Capital Region protects our investments, and sends a strong message of confidence to our first responders and the public that CREST is prepared and will be there in the event of a natural disaster.
Tim Morrison, Councillor Township of Esquimalt, Chair of the CREST Board of Directors
Protecting the regions public safety assets is essential to ensuring our first responder agencies and personnel can deliver critical life safety services during a major emergency or disaster event. To that end, the CREST system is the foundation of our success. Having our telecommunications infrastructure located in a purpose-built, post-disaster building is simply an emergency management best practice.
Chris Aubrey – Fire Chief, Langford Fire Department
The region made a smart investment in updating and modernizing the CREST emergency communications platform. For first responder agencies, like the Victoria Police Department, protecting that investment is vital.
